Who pays for tattoos?

After reading the April 12 article on the front page of Sunday’s paper about the chronically homeless people now living at the Collins Apartments, I do hope that someone can honestly answer a question for me.

These people can’t afford housing, but have numerous tattoos plastered all over their bodies. My question: How can they afford the tattoos, and who pays for them? They certainly aren’t cheap. I personally think they have their priorities mixed up.
