Woman killed by van at Third and Division has been identified

The woman struck and killed by a car Monday at Third Avenue and Division Street has been identified as 50-year-old Patti Jo Hill.

Hill had bilateral rib fractures due to being hit in the chest and also had mechanical compression of her chest and neck, according to the Spokane County Medical Examiner.

Hill was crossing Division in the crosswalk when a van exited Interstate 90 and failed to stop at the intersection, hitting two cars and striking Hill, dragging her underneath the van. The driver of the van, Michael J. Lucey, told police that he knew the brakes on his van were not working properly and they failed when he exited the freeway, according to court documents.

Lucey has been charged with vehicular homicide.
