Three Lewiston fugitives recaptured

With the arrest of Michael L. Parkins on Friday in Asotin County, three Lewiston fugitives are back in custody.

Parkins, who was on the lam since failing to appear at his October sentencing for a drug trafficking charge in Lewiston’s 2nd District Court, was arrested on a $100,000 bond and jailed in Asotin County before being returned Saturday to the Lewiston jail.

Parkins, 44, was among three people who were included on the most wanted list of Lewiston police and Nez Perce County Sheriff’s Office after absconding from authorities within the past several months.

A convicted killer from Lewiston also was captured Friday in northern Idaho near the lakeside community of Bayview after a brawl with a police dog and a deputy.

Steven P. Droogs was incarcerated in the Kootenai County Jail on Friday after being arrested in the morning by a Kootenai County deputy. Droogs, 40, was on foot around 7:30 a.m. when he allegedly ran from the deputy and his dog, according to a press release from the Kootenai County Sheriff’s Office.

The deputy used his Taser, but Droogs pulled the wires free and kept running, eventually hiding in the attic of a house. Despite being pepper-sprayed, Droogs refused to give himself up and fought with a police dog and struck a deputy before being arrested, according to the press release.

Droogs was convicted of manslaughter for the fatal shooting of 19-year-old Travis L. Palmer at a Jack in the Box restaurant in 2004. He was wanted for fleeing probation and for an aggravated assault that occurred since his release from prison.

The latest Kootenai County charges include battery on a police K9, battery on an officer, obstruction and giving false information to police.

Another wanted person, Michael R. Greene, was on the lam facing multiple Nez Perce County felony charges when he was arrested in Latah County on New Year’s Eve after eluding officers there.

Greene, 36, who was exonerated in the 2015 shooting death of James Allen “Dog” Davis, faces a felony charge in Nez Perce County of manufacturing or delivering a controlled substance stemming from a February case in which Lewiston police allege they found methamphetamine, heroin and a shotgun in Greene’s car.

After being released on a $25,000 bond he was charged three months later with conspiracy to kidnap, grand theft and burglary in another Lewiston case. He was released from jail once again on a $75,000 bond in September and pleaded guilty to reduced charges as part of a plea agreement.

On the same day he entered his plea, Greene was charged with battery for an incident involving a knife in Lewiston, prosecutors said. He was charged Monday in Lewiston 2nd District with assault with a deadly weapon. His next hearing is Feb. 13 in Lewiston. He is in the Nez Perce County Jail.
