There are two ways to amend the U.S. Constitution. First is by a Constitutional Convention. Thirty three (two-thirds) of the state legislatures have to authorize this. This method has never been used.
Otherwise the amendment has to be passed by 67 (two-thirds votes in the Senate and 290 (two-thirds) votes in the House of Representatives and by 38 (three-fourths) of the state legislatures. The president does not have to approve or sign the amendment.
To repeal or dilute an amendment, a new amendment has to be passed. This was done when the 20th Amendment repealed the 18th (Prohibition).
The NRA and other gun advocates have for decades been accusing almost anyone who wants to have safer gun laws of wanting to remove the Second Amendment. I was even told by one gun advocate that if Hillary was elected she was going to take away the whole Bill of Rights. All 10 of them. This is nothing less than fear mongering.
We would all be better off if everyone stopped accepting statements made by people and groups verbatim and found out for themselves the truth.
