Police presence might help

A solution to the House of Charity problem might be to put a Cop Shop in the building, if possible. A nearby police presence might discourage some of the bad activities that occur there. If it wouldn’t be possible to put the shop directly in the Charities building, maybe another location that is really close by might be another answer.
