The Kerr Early Intervention Program is a therapeutic preschool in Portland where teachers work with 3- to 5-year-olds at risk of being kicked out of kindergarten because of emotional or behavioral problems. Therapists visit the children’s families at home as well. Over the past four years, 95 percent of the children in this program have been able to return to classrooms with lower levels of care. Two dozen children were served by this program last year, partly through taxpayer funding.
