Gov. Butch Otter will give his State of the State and budget message today at 1 p.m. MT, to a joint session of the Legislature assembled in the House chamber. Otter will lay out his agenda, kicking off this year’s legislative session. The House and Senate both are scheduled to convene at noon in advance of the speech, which will be streamed live online here, and also televised.
