Otter signs public school budget into law, among 62 bills he signed today

Gov. Butch Otter today signed into law all seven bills that make up the public school budget, and also signed into law the budgets that state lawmakers passed for Medicaid, parks, community colleges, career-technical education, the Department of Agriculture, and the Wolf Control Depredation Board, which is due to get another $400,000 next year to kill problem wolves, even though it already has more than that amount on hand.

The school budget reflects a 6.3 percent increase, slightly less than Otter had proposed, but fully funds the third year of Idaho’s five-year phase-in of a school improvement plan, including a $62 million next year for a “career ladder” designed to improve Idaho’s teacher pay.

The bills were among 62 that Otter signed today; it was the first time he’d taken action on any bills since March 30. There were no vetoes, and the governor signed the bills without comment.

Among other bills the governor signed today: HB 93, a proposal from Rep. Don Cheatham, R-Post Falls, to allow active military members over age 21 to carry concealed weapons without a permit inside city limits in Idaho even if they’re not Idaho residents; and HB 250, legislation to repeal two anti-abortion laws that lawmakers enacted in 2015, forbidding prescription of abortion-inducing drugs via telemedicine, only to see the laws invalidated in court, prompting lawmakers this year to reluctantly repeal them.
