4 to 8 mph Will Get You $90

A good friend of mine recently was popped by one of Coeur d'Alene's finest for going 33 mph in a 25 mph zone. She sez she was going 4 miles over speed limit -- and told the officer that she thought the city provided 5 mph grace for motorists. The officer said she was going 32 mph and then wrote her up for 33 mph. All of which surprises me because I also thought there is an informal grace speed of 5-7 miles over city speed limit. The 4 to 8 mph over, whichever it was, cost my friend $90 -- and probably some added insurance cost. She figures that it was a make-up calls for those times she was speeding and didn't get caught. I know that we're all suppose to drive the speed limit, down to the mile. But I wonder:

Question: Do Coeur d'Alene/Post Falls/KCSD patrol officer have an informal mph figure that they use to say that a motorist truly is driving too fast?
