Trib: Idaho ♥'s budgeting surpluses 

In his editorial this morning, Opinion Editor Marty Trillhaase of the Lewiston Tribune comments that no one should be surprised that Idaho has a surplus again this year. It's intentional. Legislators & Gov. Butch Otter ignore projections and low-ball education spending. This guarantees surpluses for tax cuts to rich friends later.
