Gov. Pete Wilson packed his inaugural address Saturday with promises to tighten up on welfare and cut taxes and government regulations.

The Republican took the oath for his second term as the state’s 36th governor.

“We must choose whether California will be the Golden State or a welfare state. It can’t be both,” he told a crowd of about 3,000 at the Capitol.

“We will deliberately shrink government to expand opportunities. … We will return both dollars and decisions to Californians,” he said.
