Few Vote On Change To Constitution

Voters turned out in record low numbers Sunday for a referendum on whether the president should be able to pick his own prime minister.

Backers of the referendum hoped it would end three years of squabbling between President Albert Zafy, his prime minister and the leader of the General Assembly.

But less than half of the 7 million eligible voters cast ballots on the proposed constitutional change.
