Council Oks 5 New Homes At Elm, 12th City Applies Area’s Former Zoning To Project

A plan to develop property in Cannon’s Addition was approved Monday by the Spokane City Council.

Developer Clint Townsend can move ahead with plans to put five homes on 1.6 acres just south of the intersection of Elm Street and 12th Avenue.

The council’s action dismisses an appeal of the project filed by William Heitner, who argued that the development didn’t fit the neighborhood’s character.

The council in March limited expansion of multifamily developments in the neighborhood after repeated complaints from residents that the area was being overrun by apartments.

Townsend’s proposal arrived at City Hall just days before council members “down-zoned” the neighborhood south of downtown.

Cannon area residents argued that Townsend’s proposal shouldn’t be allowed because of the new, lower-density zoning.

Because the new laws didn’t take effect until 30 days after they were approved, Townsend’s proposal fell under the old zoning regulations, council members said.
