Ticket Fight Becomes International Incident

Angry diplomats threatened Monday to move the United Nations out of New York if the city pursues its crackdown on parking scofflaws in the diplomatic corps.

The program, aimed at collecting hundreds of thousands of dollars in parking violations, takes effect today. Violators could lose their license plates and driving privileges if they do not pay fines within a year.

But diplomats from throughout the world say that would violate the principles of diplomatic immunity.

Diplomats said Mayor Rudolph Guiliani is exploiting anti-U.N. sentiments to score political points.
