Woman Allegedly Bites Deputy In Dog Dispute

A woman who was getting a ticket because of her unruly dog was arrested Tuesday morning for allegedly biting a sheriff’s deputy.

Carol Libutti, 49, of 11706 E. 31st, was arrested on charges of third-degree assault, failing to sign a ticket, obstruction of justice and resisting arrest, a county jailer said.

The incident started when animal control Officer Jennifer Kline asked Libutti to sign tickets charging that her husky was running at large, threatening people and had no license.

Libutti refused and Kline called for a sheriff’s deputy to assist her, the animal control officer said. The dog, which Kline was trying to capture, also escaped when Libutti let it out of the house, Kline said.

Libutti then allegedly bit sheriff’s Deputy Mike Beckman when he tried to arrest her for refusing to sign the tickets, which is a criminal offense.

“If people refuse to sign our tickets they go to jail,” Kline said.

Kline was called to Libutti’s house because a neighbor and a jogger filed separate complaints that the dog had threatened them.

Tippy, Libutti’s 1-year-old husky, has a history of trouble, Kline said. It was deemed potentially dangerous last November after it threatened another person.

The dog, which animal control declared dangerous, is being confined at the county animal shelter. Libutti has no apparent record. She was booked into the Spokane County Jail.

Woman arrested for extortion

Sheriff’s deputies arrested a woman on extortion charges Saturday morning after finding her alleged victim hiding under the counter at a Spokane Valley restaurant.

Chastity M. Hutchinson, 31, was booked into the Spokane County Jail for first-degree extortion. Hutchinson was being held Tuesday on $25,000 bond.

Trina Dyson, 27, was cut on her left arm but not seriously injured, according to an affidavit of probable cause filed in District Court. Dyson was hiding under the cook’s counter at Denny’s Restaurant, at Sprague Avenue and Fancher Road, when deputies found her.

The affidavit said Dyson screamed, “She’s going to kill me,” at a deputy.

According to the affidavit, Hutchinson threatened to kill Dyson if she did not give her $200.

Deputies searched Hutchinson and found two knives, court records state.
