City Oks Bid For Paving Rebecca St.

The Spokane City Council on Monday approved a bid from Red Diamond Construction Co. of the Spokane Valley for paving of Rebecca Street from 30th to 37th avenues.

Red Diamond outbid three other companies to win the contract for $192,000.

The bid was $24,000 less than the city engineering estimate.

Owners of 138 residential parcels along the seven-block stretch of Rebecca have formed a local improvement district to get the gravel street paved.

Because the street is within the Lincoln Heights community development neighborhood, the city was able to offer federal subsidies to low-income owners within the paving district.

Bill Genoway, accountant on the project, said some low-income homeowners will pay as little as $400 to $600 a lot, while others with higher incomes may pay as much as $4,000 a lot. Assessments are based on lot size.

Without the subsidies, the city probably could not have gotten the property owners as a group to agree to paying for the street paving, he said.

The project will reduce the amount of harmful road dust that adds to air pollution in Spokane, he said.

The contract calls for curbs, sidewalks and asphalt for 2,468 feet of Rebecca. Construction will begin later this summer and be completed by fall.

Total cost of the project, including engineering and management fees, is estimated at $300,000, which is below an earlier estimate of $350,000.

Other bidders included Inland Asphalt Co. at $206,000, Shamrock Paving Inc. at $213,700 and Acme Materials & Construction Co. at $222,500.
