Mayor Mum On Probe Of Police Fight

An independent investigation into Police Captain Jim Canada’s charges that his boss, Chief David Moore, beat him is completed, but Mayor Scott Reese will not release the findings.

Although it is a criminal investigation, Reese said there are personnel issues in the report that cannot be discussed publicly.

The Pocatello Police Department conducted an independent investigation into the incident. Sgt. Mike Brennan said the biggest parts of the investigation were interviews and lie detector tests. Officers and city employees were asked to recount events on the afternoon of Dec. 20 when a fight broke out between Canada and Moore at the Blackfoot Police Station.

Before the fight, Moore and Canada were meeting in Moore’s office to discuss Canada’s suspension, which was effective the day after Canada tried to go over Moore’s head about a job assignment.

City attorney Dan Acevedo and Moore have said they documented that Canada was doing a poor job as captain because he was not obtaining enough grant money for the department. Moore reassigned Canada to the bureau of detectives in a Dec. 19 memo to city employees.

Canada said he did not want to leave his job as captain and sent a counter-memo to city employees Dec. 20 stating he would not step down. The memo upset Moore, Canada said.
