Newport Man Faces Charge Of Animal Cruelty

A Newport area man has been charged with starving three horses that sheriff’s officers impounded on Sept. 27.

David Predmore is to be arraigned on Oct. 20 in Pend Oreille County District Court on one misdemeanor count of second-degree animal cruelty.

Predmore could be jailed and fined if convicted, but the greatest punishment probably would be a mandatory $1,000 civil penalty. State law says such a civil penalty, unlike separate criminal fines, must be used to care for impounded animals or to enforce animal-cruelty laws.

If convicted, Predmore also could be ordered to forfeit the allegedly abused horses.
