Spokane Sex Offender Fails To Register

Spokane police are asking for help from the public in locating a high-risk sex offender who has failed to register his address as required by law.

Delmont A. Black had been living in north Spokane but recently left that address. Black has committed a series of crimes dating back to 1993, including child rape, indecent liberties with 13- and 14-year-old girls, assault with a sexual motivation, unlawful possession of a firearm, possession of drugs, theft and obstructing an officer. All of the convictions were in Spokane County.

Black is 22 years old and 5 feet 6 inches tall, weighs 197 pounds and has black hair and brown eyes. He has the tattoo “Hoover” on his back and the number 7 on his left arm.

Black refused to attend a sexual deviancy treatment program and is considered a high risk to offend again, police said.

Anyone with information on Black’s whereabouts is asked to call Crime Check at 456-2233.
