High-Risk Sex Offender Living On South Hill
A Level III sex offender with a lengthy record of assaults is living in Spokane, Spokane police reported Monday.
Harold E. Martin was convicted in Lewis County, Wash., in 1994 of custodial assault with sexual motivation, police said. Martin also has convictions for incest, rape, burglary and two counts of assault.
Martin, 24, is living in the 900 block of East Eighth Avenue on the lower South Hill. He is under the supervision of the state Department of Corrections, which released him.
During the next 24 months, Martin must avoid contact with his victims, remain outside of Lewis County and not use alcohol or drugs.
Martin has been a participant in the prison sex offender treatment program three different times, but officials said his cooperation was minimal.
He is described as 5 feet 6, weighing 175 pounds and having brown hair and hazel eyes. He has a two-inch scar on his right wrist.
Martin is not wanted by police, but he is considered a high risk to re-offend.
