Road work scheduled for South Regal Street

Driving on Regal Street between 38th and 57th avenues could require some patience beginning this spring.

The congestion will be caused by construction projects by the city and the county.

The city project stretches from 38th and 49th avenues and will involve the reconstruction and widening of roadways, curbs and sidewalk replacements and an improved drainage system.

The most noticeable difference to the area will be the construction of a northbound turning lane adjacent to the Ferris High School baseball field. Although the project doesn’t go into full tilt until April 4, contractors have excavated alongside the first base and right-field lines.

A fence is being installed down the line to guard against foul balls sailing into traffic. Bleachers have been removed, but the visitors’ dugout will remain on the first-base side.

The Regal road work is a continuation of the $3.4 million Regal improvement project.

The first phase was completed in 2002 when Regal, from 29th to 39th avenues, was reconstructed. A concrete intersection also was put in at 37th Avenue.

Tom Arnold, director of engineering services for the city, said a plan calls for installation of traffic signals at the intersection of Regal and 44th Avenue. The county project is from 49th to 57th avenues. However, the city’s proposal to annex 206 acres is pending before the City Council on Monday, which if approved would move the city line four blocks south to 53rd Avenue.

“We will be working with Spokane County to determine the future status of the construction project, if annexed,” said Dave Mandyke, public works and utilities deputy director.

Spokane County Engineer Ross Kelley said the county improvements involve adding a turn lane, curbs, sidewalks and drainage. Contractors’ bids will begin in mid-March.
