Sandra Bullock returns as FBI agent Gracie Hart, who seems to have forgotten everything she learned about beauty in 2000’s “Miss Congeniality.” Now, in “Miss Congeniality 2: Armed and Fabulous,” which opens Thursday, Gracie has to team with rival agent Sam Fuller (Regina King) to help foil a kidnapping. And in doing so, she becomes … well, fabulous.
