Harrison
Body found by kayaker identified
The body found Friday in Lake Coeur d’Alene near Harrison has been identified as Kevin Lee Joseph, 46, of Spokane.
A woman in a rented kayak found Joseph’s body about 200 feet from shore, just north of the Harrison Marina, about 3 p.m. Kootenai County Sheriff’s deputies said Friday that foul play wasn’t suspected.
Earlier in the day, a resident walking the Rails to Trails bicycle path just north of the marina found Joseph’s size 10 shoes, which had his wallet, keys and cash stuffed in the toes, plus a cell phone and flannel shirt, according to a sheriff’s report. There also was a receipt from the Osprey Inn Bed and Breakfast where Joseph had spent Thursday night.
The man who found Joseph’s belongings reported it to a sheriff’s deputy, who noticed dried blood on the cell phone hinge, the report said. The deputy called two numbers stored in the cell phone, including Joseph’s mother, and left messages.
Joseph’s mother told deputies that he was diagnosed as bipolar about four years ago and that he stopped taking his medication about a year ago. She said he had threatened to commit suicide in the past.
The Osprey owner told the deputy that Joseph acted “nervous and distracted.” Other Harrison residents, questioned by the deputy, wondered if Joseph had a medical condition because he was acting “delusional and he believed people were chasing him,” the report said.
The deputy found Joseph’s Dodge minivan parked in downtown Harrison with the rear hatch open.
Coeur d’Alene
Storage building solution advances
The Kootenai County Planning Commission recommended approval Thursday of changes to the county’s zoning laws that clarify when and where residents can build garagelike structures, often used to store RVs, boats or cars.
The County Commission will have a public hearing Aug. 10 before making a final decision.
The proposal would change the definition of an accessory building, clarifying that property owners can only build accessory buildings on land where there is a primary structure such as a house.
It also would add personal storage buildings to the law. Property owners could apply for a special notice permit on lots where there is no primary dwelling. If neighbors object, a public hearing could be held.
The county also would limit the size of personal storage buildings.
Currently, no accessory buildings are allowed in agricultural-suburban areas unless a house is on the property. County commissioners voted in December to stop new construction of the structures as a “quick fix” until a better solution was found. That’s what the county is attempting with the new proposal.
Post Falls
Man arrested on rape charge
A Post Falls man is being held without bond in the Kootenai County Jail after being arrested Sunday on rape charges.
Brian T. Boggs, 31, is accused of raping a woman who repeatedly told him she did not want to have intercourse after a night of drinking, according to police reports.
He is a registered sex offender, convicted of a 1996 sexual battery of a minor.
According to a Kootenai County Sheriff deputy’s affidavit, Boggs allegedly asked the woman and a male friend to stay at his house because they had all consumed alcohol and he didn’t want them to drive.
The woman told police that she and the other man were not drunk by the time they left the home but Boggs had been drinking heavily through the evening.
According to the arresting deputy’s report, Boggs admitted having sexual relations with the woman but denied forcing her.
“Boggs claimed it was consensual between he and (the woman),” the report states. “He admitted that she told him ‘no’ at least (two) different times, but that she continued and allowed his sexual advances.”
The report also states that Boggs told the deputy he stopped having intercourse with the woman after she said “stop.”
The woman was taken to Kootenai Medical Center for a medical examination.
Boggs served no jail time for the previous sex offense.
Seattle
Mom who took child faces charge
A woman whose family says she took her baby from a Seattle hospital because she opposed a planned operation has been charged with second-degree domestic violence kidnapping.
Tina Marie Carlsen, 34, of Sumner was being held in the King County Jail on $500,000 bail. She’s scheduled to be arraigned Monday. Court documents say Carlsen did not have legal custody of 9-month-old Riley Rogers last Thursday, when she put him in a bag and carried him out of Children’s Hospital.
Child Protective Services had taken custody of the baby because Carlsen opposed surgery for a life-threatening kidney condition.
The child became a ward of the state after months of back-and-forth between medical professionals, who had insisted that he get dialysis, and his parents, who favor herbs, vitamins and other alternative treatments.
After a statewide Amber Alert was issued, Carlsen was arrested early Saturday in Yelm. The baby is back in the hospital awaiting surgery
