EWU police granted larger jurisdiction
CHENEY – The city of Cheney and Eastern Washington University have reached an agreement to allow campus police to take action when they see something amiss within the city, not just on campus.
Commander Rick Campbell of the Cheney Police Department said that it is common practice for different agencies to agree to police in different jurisdictions. A Sheriff’s Department deputy who happens to be in Cheney and suspects someone of driving drunk is welcome to pull over that vehicile. Different agencies have long-standing written agreements to allow this.
But until recently, if an officer from EWU happened to be inside Cheney and noticed a drunken driver, the campus officer would have to call Cheney police and ask for permission to pull over the car.
Now, the campus officer can just pull over the suspect.
“It just makes sense in today’s law enforcement environment,” Campbell said.
Campbell added that another benefit is that the campus police working in Cheney is a free service to the residents.
Here is the round-up of police calls April 4-11.
April 4
•Police officers responded to a fourth-degree assault at the 300 block of First Street.
•They also responded to a report of a first-degree assault at the 1300 block of First Street.
•A wallet was found at the 2200 block of First Street.
•Officers assisted Eastern Washington University in a bomb threat at the John F. Kennedy Library on the school campus. The building was evacuated at 4:30 p.m. and two bomb-sniffing dogs from Fairchild Air Force Base searched all three floors of the building. Nothing dangerous was found and the building was declared safe around 7:30 p.m.
•Officers arrested Jennifer L. Hipps, 26, on suspicion of driving under the influence of alcohol at the 900 block of First Street.
April 5
•There was a report of third-degree theft at the 2300 block of University Lane. Some gasoline was reported stolen.
•There was a warrant arrest for the Spokane Police Department at the 2200 block of First Street. Tinisha D. Myers, 20 and Lharz M. Flanagan, 18, were taken into custody.
•There was a harassment case called into the Police Department at the 200 block of K Street.
April 6
•Shane C. Russell, 27, was arrested for suspicion of driving with a suspended license at the 200 block of First Street.
•There was a report of third-degree malicious mischief at the 800 block of West First Street. Some security lights were broken.
•A wallet was found at Mitchell’s IGA.
April 7
•A blue bicycle was found at the 000 block of Vine.
•There was a report of third-degree theft at Cheney High School. An iPod was taken and a 16-year-old male was taken into custody.
•A report of second-degree theft was also reported at Cheney High School. Two bikes were taken.
April 8
•There was a report of third-degree malicious mischief at Betz Elementary School. Someone had spray-painted a wall.
•A blue bike was found at the 1900 block of First Street.
•Officers responded to a report of a motor vehicle taken without the owner’s permission at the 3100 block of Meadow Glen.
April 9
•A 16-year-old female was arrested for suspicion of third-degree theft. She is suspected of shoplifting from Mitchell’s IGA.
•There was a report of third-degree theft at the 1300 block of Third Street. A license plate tab was taken.
•Officers responded to a report of third-degree at Cheney Middle School. A wallet was reported stolen.
•A 17-year-old female was arrested for possession of marijuana and a 16-year-old male was arrested for possession of marijuana, a knife and drug paraphernalia at Cheney High School. The two were arrested after a report of someone seeing a weapon on school grounds.
•There was a hit-and-run accident at the 000 block of West Second Street.
•Brandon D. Schinzel, 27 was arrested for suspicion of driving with a suspended license at the 2200 block of First Street.
•A residential burglary was reported at the 200 block of D Street. Some cash was reported stolen.
April 10
•Samantha R. Miller, 20, was arrested for suspicion of driving with a suspended license at the 600 block of Second Street.
•Officers responded to a death at the 2200 block of First Street. A 64-year-old male died of natural causes.
•There was a report of third-degree malicious mischief at the 900 block of Oakland. A car was keyed.
April 11
•Shawn M. King, 22, was arrested under suspicion of second-degree malicious mischief at the 300 block of First Street. He is suspected of breaking a car window.
