Registered sex offender half-naked outside elementary school

Spokane police have arrested a registered sex offender after they say he was witnessed masturbating outside of an elementary school. Police were called to Holmes Elementary about 2:30 p.m. Wednesday after a woman, who lives near the school, called them and said a man with no pants was sitting in a truck.
