Cycling theory all spin job

Two things were concerning in the article “Study correlates walking, cycling and obesity levels” (Sept. 18):

1. Comparing the United States to Europe and their cycling habits is inappropriate except for some city areas. European countries have been building roads and towns much longer than we have, and many of their countries are smaller than many of our states.

2. Is anyone else considering the thought that through Obamacare the government might feel compelled to drive down health care costs by mandating cycling/walking, as suggested in this article, through public policy changes?
