Innocent punished

The NCAA has no power to punish the administrators and coaches who were guilty of violations in the Jerry Sandusky tragedy, so they have punished innocent parties instead. 

What did the new Penn State president, the new coaches, the players, the boosters and the students do to deserve having their cherished football program banned from bowl participation and denied scholarships?
