Obama orders flags at half-staff in Foley’s honor

WASHINGTON — President Barack Obama has ordered that U.S. flags be flown at half-staff at all public buildings and grounds in honor of the late House Speaker Tom Foley. Obama issued a proclamation Monday requiring that the flag be lowered on Tuesday, the day of a memorial service for the former speaker in the Capitol building. Obama will attend and deliver remarks at the service. Foley was a 30-year veteran of the House who died Oct. 18 at the age of 84. The Washington state Democrat served as speaker from 1989 to 1995. He was ambassador to Japan under President Bill Clinton.
