Idaho Gov. C.L. (Butch) Otter’s eight-year run is an extra-large target for any opponent who wants to attack his administration as a cesspool of cronyism, self-dealing and corruption. Any candidate can take after Otter’s tacit support of Corrections Corporation of America as it bilked Idaho’s taxpayers for unworked staff shifts and thereby transformed the Idaho Correctional Center into a violence-plagued “gladiator school.” Only reluctantly did Otter bring the prison under public management, but not until his appointee running the Idaho State Police bungled an investigation. Members of Otter’s inner circle went to work as lobbyists for CCA, which contributed as much money to Otter as it did any other political figure in the United States/ Marty Trillhaase , Lewiston Tribune.
