Vaccination enforcement tardy

I am glad that Spokane schools are now enforcing the vaccination rule, but I am wondering why they waited until now to do so. Why is it that this rule was not well-acknowledged until an outbreak of measles?

This not only is a health risk, but a way to show children in schools that they do not have to follow the rules. I am not trying to point fingers, but why was this rule ignored for so long? Is it simply something that was overlooked, or a matter of negligence?
