Obituary: Barr, Harvey Jr. “Scott”

Age 99

BARR, Harvey Jr. “Scott” A longtime resident of the Colville, WA area, passed away on October 22, 2015 peacefully at his Colville area home.

Scott was born on August 21, 1916 in Spokane, WA the son of Harvey Scott and Della May (Harvey) Barr.

He was raised on a ranch near Riparia, WA, which was relocated due to its location during the Lake Roosevelt Project.

Scott’s mother passed away when he was only seven.

Scott his brother, Clay, and his siter, Virginia attended the Riparia Schoolhouse and struggled with attendance due to the needs of the family and farm.

They soon set aside their education to provide for their family during the depression.

Scott and his brother worked to help purchase the family farm.

He married, Evelyn Heimbigner on June 26, 1943.

They resided on the family farm until 1948 before moving to Edwall, WA.

Scott and his brother purchased a 3000 acre farm in Washtucna, WA and began farming as “Barr Brothers” partnership.

Scott continued farming and eventually owned ranch land in Edwall, WA as well as 8000 acres of pasture land, 700 cattle and 3000 acres of farmland elsewhere.

In 1977, Scott was elected to the Washington State House of Representatives.

He served there for six years before being elected to the Washington State Senate in 1983 where he served for 11 years.

Evelyn passed away in 1979.

Scott remarried that same year to Dollie Mae Mosby from Colville.

They resided in Colville where Scott has remained active in many organizations throughout the years.

Scott described himself as a “workaholic” who enjoyed serving the public.

He served on the board of directors for the Spokane World’s Fair in 1974, 26 years on the 4-H Foundation Board beginning in 1972, past 4-H leader of the Edwall 4-H Club, the Stevens County Cattleman’s Association and numerous committees while serving as a Representative and Senator.

His generosity was extended to many including family, employees, friends and many organizations.

He and Dollie Mae also belong to the 4-H Foundation Heritage Society supporting Washington Youth in perpetuity.

Scott was a very good business man who’s work as a farmer, representative and senator benefited many.

He loved to participate in community events.

As a young man, he played many seasons of town team baseball and enjoyed the camaraderie.

He enjoyed the outdoors and found great enjoyment watching and working cattle.

He was a very special human being, excellent in business and offered integrity in all that he did.

His presence will be greatly missed.

Scott was preceded in death by his first wife, Evelyn; brother, Clay Barr and stepson, Elwin “Moe” Mosby and his sister, Virginia May Bell.

Scott is survived by his wife, Dollie Mae Barr, at the home; stepson, John Mosby and his wife, Janet, Spokane, WA, half sister, Della Mae Evans, Hooper, WA; stepgrandchildren, Jill Mosby, Colville, WA, Chad Mosby, Spokane, WA, Dino Mosby, Pasco, WA; numerous great-grandchildren; nieces, Lorna Burns, Endicott, WA, Lola Aune, LaCrosse, WA, Loretta Daniel, LaCrosse, WA, Linda Brison, Whidbey Island, WA; and nephew, Clay Barr Jr., Pomeroy, WA.

A memorial service will begin at 1:00 p.m., Wednesday, November 4, 2015 at the Strate Funeral Home in Davenport, WA.
