Former Colville cop suspected of drunken driving after McDonald’s incident

A former Colville police officer who resigned last year amid allegations of sexual misconduct faces intoxicated driving charges after demanding to be shocked with a Taser in a McDonald’s parking lot Sunday, investigators say.

Scott L. Arms, 44, faces multiple criminal charges after he was contacted by former colleagues at the fast food restaurant in Colville just before 6 p.m. Arms is not in custody.

Officers arrived at the restaurant and found a black Ford pickup truck licensed to Arms idling in the drive-thru lane. Employees said a visibly intoxicated Arms inched forward in the truck after repeated requests to pull through and collect his food.

A passenger in the truck had sustained a head injury and was lying on the ground next to a half-empty vodka bottle when police arrived. The passenger was taken to the hospital and has not been charged in the incident, according to court records.

Colville Police Officer Dustin Hughes wrote in his report that he attempted to move Arms to the curb so that the passenger could receive medical attention. Arms, who resigned his post in April 2014, told Hughes, “I trained you man, I’m a Colville Police officer,” according to court records.

A McDonald’s employee said that Arms beckoned to him from his truck while he took a break, and Arms then grabbed him by the collar. The employee is 17, according to court records.

Arms later refused to take a breathalyzer and asked to be taken to booking in the front seat of a patrol car without being handcuffed, according to Hughes. When Colville police refused these conditions, Arms folded his arms and said he would need to be shocked with a Taser in order to go along with officers.

Arms later agreed to peacefully report to jail for booking. He was taken home after the booking process, but not before relieving himself in public outside of the jail, according to Colville police.

The passenger said in a statement from his hospital bed that the alcohol belonged to him and he’d been drinking all day. He said Arms was taking him to get groceries for dinner, and that the pair stopped to get fast food so the passenger could “sober up.”

Arms’ arraignment on charges of driving while intoxicated, obstructing a police officer and disorderly conduct is scheduled for next week. He is not in custody.

After a pair of mistrials, charges of child molestation against Arms were dropped earlier this year in Chelan County.

Arms did not have a listed attorney in records available.
