Spokane County Jail inmate accused of hiding heroin in his underwear

A man arrested after allegedly ramming an undercover police car and fleeing from officers last week is suspected of concealing heroin in his underwear in the Spokane County Jail.

Justin C. Hancock, 32, was arrested Nov. 25 on investigation of assault and eluding. According to court documents, Spokane police Officer Stephanie Kennedy spotted Hancock, who had an outstanding warrant, and followed him to West Broadway Avenue and North Nettleton Street. After Hancock parked, Kennedy and other officers blocked his car in.

Kennedy reported Hancock rammed her car after another officer turned his sirens on. The ram moved Kennedy in the direction Hancock was headed, “taking my entire front bumper with him” court documents say. Hancock later was apprehended by another officer after he crashed his car into a parked car during a chase, court documents say.

Following his arrest, Spokane County jail officers strip-searched Hancock while he was being moved for his own safety, court documents say. Two officers located a bag of a substance appearing to be black tar heroin in his underwear, court documents say.

He now faces an additional charge for possessing a controlled substance inside the jail.
