Businesses breaking commercial volume law

It is not often our federal government makes changes that help everybody. I’m 86 and do not complain as some seniors do about everything, and I try not to.
The ink wasn’t dry after federal law limited the noise volume of commercials broadcast to citizens paying for cable TV, when Spokanites were subjected to loud noise by some corporations that broke the law with utter disregard for their customers. Greed?
