Park plan lacked details
It appears that Spokane is experiencing its Nancy Pelosi management moment. Parks Director Leroy Eadie’s doublespeak (“… a lot of the particulars of the project weren’t filled out before the vote because they didn’t want to waste money planning for a project that wasn’t yet approved by the voters.”) implies that “they” (who?) had an idea that they did not want to fully share with the people they were trying to convince to borrow $64 million (at least).
Also, the expansive after-the-vote cost increase indicates how big was the before-the-vote idea. Yes, once the bond measure passed, then the voters were given the chance to read the particulars of the measure. Whether for bridges, landscaping or consultants, the trough was full and the animals had to be fed.
Perhaps the City Council was too inept to ask for detailed explanations of the particulars and whether or not the city was staffed to prepare and manage the plan. Perhaps Spokane’s mayor should have been more conscientious and sought more transparent disclosure of the extent of the idea.
Will the citizens of Spokane attempt to undo the bond measure due to what appears to be a breach of contract or false representation? Will the unelected representatives of the government be held accountable for malpractice or fraud? Yet one more example as to why so many citizens are distrustful of political leadership.
