The Coeur d’Alene City Council will hear Duane Hagadone’s request to annex part of Blackwell Island on Tuesday.

Hagadone Corp. owns 24 acres on the island’s southern end, plus adjacent submerged lands. Two Hagadone businesses – the Marina Yacht Club LLC and Cedars Floating Restaurant – operate on the property.

As part of the annexation request, Hagadone is asking for some exemptions to a 40-foot “no construction zone” along the shoreline. The marina’s existing sales and office building is within the no-construction zone, said Hagadone consultant John Barlow in a letter to the City Council.

Hagadone wants to keep the current marina buildings and have the flexibility for future construction in the zone, including shoreline stabilization, Barlow said. The company is making a similar request for the area around Cedars Floating Restaurant.

Hagadone also is asking for a variance to allow 60-foot-tall buildings in an area north of River Avenue. The company plans to construct “dry stacking” facilities at the marina, which would allow boat owners to store their crafts on land. Many people prefer to keep their boats out of the sun and water when they’re not being used, Barlow said in an earlier interview.

Blackwell Island is located at the junction of Lake Coeur d’Alene and the Spokane River. Other parts of the island are already within city limits.
