Spokane Police are asking residents to help locate a father who is suspected of abducting his children. Anyone with information about 33-year-old Chad Phillips is asked to immediately call Crime Check at (509) 456-2233, police spokeswoman Officer Jennifer DeRuwe said in a news release.

A deaf Washington man faces a contempt charge in Kootenai County 1st District Court for refusing to force his deaf daughter to wear cochlear implants in a case that has attracted national attention. Emma McLaughlin-Orton was born to Jennifer Orton Miller and Shaun McLaughlin in February 2002. The child had surgery to install a cochlear ear implant on the right side when she was 1 year old, and on the left side when she was 5, court documents show. Although part of the device is implanted, users cannot hear without also wearing an external processor and transmitter.

Idaho lawmakers are considering a bill intended to help grandparents and other relatives get custody of children whose parents have been caught up with substance abuse or incarceration.

Couple Denied Custody After Troubled Flight

An Arizona couple used excessive force in disciplining their two newly adopted Russian children on the flight home from Moscow, a judge ruled Wednesday, temporarily denying them custody. Family Court Judge Joseph Lauria said the actions of Richard and Karen Thorne against the two 4-year-old girls are "indicative of a pattern of behavior that places the children in imminent risk."

A Florida appeals court Friday upheld a decision by a trial judge transferring custody of a girl from her lesbian mother to her father, who served eight years in prison for murdering his first wife 22 years ago. In a unanimous opinion, the 1st District Court of Appeal said that "competent and substantial" evidence supported the trial judge's ruling last year that "conduct" at the mother's house was harmful to the girl, then 11, and that she was better off living with the father. Lawyers for the mother, Mary Frank Ward, 47, of Pensacola, said they would appeal to the Florida Supreme Court.

A deaf teenager who says her parents refuse to learn sign language pleaded with a judge Wednesday to let her live permanently with her interpreter. Her father said he could "stomp my foot and point" to communicate or write letters. Sonya Kinney, 15, said in an interview that the most frustrating moment came two years ago when she tried to tell her mother she had been abused by her stepfather.

The Virginia Supreme Court Friday rejected a lesbian's plea for custody of her 3-year-old son, ruling that "active lesbianism practiced in the home" could stigmatize the child. Sharon L. Bottoms, a Kmart clerk who lives in a Richmond suburb, lost custody of her son in 1993 when a local judge ruled that homosexuality "renders her an unfit parent." Bottoms' mother, P. Kay Bottoms, had sued her for custody, and had kept the child, Tyler Doustou, throughout the court fight.
