Irate that Hillary Clinton will not face criminal charges over her emails, House Republicans are summoning FBI Director James Comey to Capitol Hill to answer their questions.

Hillary Clinton and her team clearly skirted the most basic rules for the handling of classified information, and their actions as outlined Tuesday by the director of the FBI went well beyond carelessness to an open flouting of known practices, security experts inside and outside the administration said Tuesday.

Donald Trump blasted rival Hillary Clinton’s use of a private email server at a packed rally at Raleigh’s Memorial Auditorium on Tuesday evening, saying the FBI’s recommendation not to pursue criminal charges shows “the system is rigged.”

Federal law makes it a crime for a trusted U.S. official to “knowingly and willfully” disclose or transmit secret information to an “unauthorized person.” A second law makes it a crime to “remove” secret documents kept by the government or to allow them to be stolen through “gross negligence.”

The chairman of the House Judiciary Committee is calling the timing of FBI Director James Comey’s recommendation in Hillary Clinton’s email case “uniquely troubling.”
