NOTICE OF DETERMINATION OF NONSIGNIFICANCE AND APPLICATION FOR COVERAGE UNDER THE GENERAL PERMIT FOR BIOSOLIDS MANAGEMENT
Notice is hereby given that City of Spokane Riverside Park Water Reclamation Facility (RPWRF) is applying to the Washington State Department of Ecology for coverage under the General Permit for Biosolids Management.
The City of Spokane RPWRF issued a Determination of Nonsignificance (DNS) on December 6, 2023, for the proposal described in this notice. After review of a completed Environmental Checklist and other information on file with the agency, the City of Spokane RPWRF has determined this proposal will not have a probable significant adverse impact on the environment. Copies of the DNS and the completed Environmental Checklist are available from Raylene Gennett at the address below. Persons wishing to comment on the DNS should direct written comments to Raylene Gennett at the address below no later than December 26, 2023. You may appeal this determination no later than December 26, 2023. Your appeal must be directed, in writing, to Raylene Gennett at the address below.
City of Spokane RPWRF manages domestic septage through a land application program. Biosolids are applied to various dry land grain agricultural sites located in Spokane, Lincoln, and Stevens Counties located at the following townships and ranges:
Spokane County: T21N, R42E; T22N, R42E; T23N, R41E; T24N, R40E; T24N, R41E; T25N, R40E; T25N, R41E; T26N, R40E; T26N, R41E; T27N, R42E; T28N, R42E.
Lincoln County: T25N, R39E.
Stevens County: T27N, R42E; T28N, R40E; T28N, R41E; T28N, R42E; T29N, R41E; T29N, R42E.
City of Spokane RPWRF Application for Coverage under the General Permit for Biosolids Management and a Site Specific Land Application Plan address the management of the material at this site, and a General Land Application Plan addresses how future land application sites will be identified and managed. Future proposals for additional sites will be consistent with an approved General Land Application Plan, additional environmental review will be completed if needed, and public notice will be provided consistent with Chapter 173-308 WAC, Biosolids Management, including posting of the potential land application site for at least 30 days. At this time City of Spokane RPWRF does not provide biosolids to any other facility, however in its permit application, City of Spokane RPWRF has maintained the option of transferring its biosolids for further treatment to any facility permitted to accept it or to have its biosolids managed by any biosolids management facility permitted to manage it.
Any persons wishing to comment on this application or desiring to present their views regarding this application to the Department of Ecology or its delegated representative must do so, in writing, within thirty days of the last date of newspaper publication of this notice. Any person wishing to request a public hearing or meeting regarding this proposal must direct a written request to Raylene Gennett at the address below by the close of the comment period.

City of Spokane RPWRF will provide written confirmation by certified mail, return receipt requested, to each interested person or organization that their name has been placed on the list.
