The council plans to vote on a proposal to reorganize the panel that looks into allegations of police misconduct. Council members also will hear a report on the Citizens Retreat.

The hearing examiner will consider issuing a special permit for a proposed 32-unit apartment complex on the west side of Arthur Street near Eighth Avenue.
