Former Idaho State University football player Sam Carter was formally charged with statutory rape following his indictment last month by a Bannock County grand jury. The ex-ISU wide receiver was ordered by 6th District Judge Peter McDermott to appear on Monday for arraignment on the two felony charges involving 14-year-old girls. Carter was released on his own recognizance as were former ISU player Derrick Carter, 22, no relation, senior Ike Johnson, 22, and junior Thomas Washington, 21.
