City Planners Put Smut Next To Sewage Plant

Officials in this southeast Massachusetts city have come up with a zoning plan that puts smut next to filth.

To crack down on dirty dancing, the City Council has decided to restrict strip joints to an industrial area near the sewage treatment plant.

“Ideally, they won’t come in at all,” said City Councilor Viola Packard, who represents the industrial area in this tough city of 92,000.

But if adult entertainment does come to town, Packard said Tuesday, “it will be very close to the sewer treatment plant - just about in it.”

Communities cannot ban adult entertainment altogether for constitutional reasons, but they can restrict where it goes through zoning.
