A nine-member commission would be created to study gambling’s effects on society under a bill that got final congressional approval Monday.

The House passed the Senate-approved legislation by voice vote. President Clinton has indicated he supports it.

The president, the House speaker and the Senate majority leader would each name three members of the commission, which would have subpoena power. The panel would investigate any relationship between gambling and crime and gambling’s impact on families and the national economy.

The commission would file its report within two years. The bill authorizes whatever money the commission needs, but the money would have to be provided in separate legislation.
