Nestle’s gambit to put Disney toys like Hercules and those cuddly Dalmatians inside a new chocolate candy - the first effort to put toys into food in this country - has government regulators scrambling to put together new food safety rules. Health officials say the Disney movie figures hidden inside the candy appear safe because they’re too big to choke someone and are encased in a plastic shell not expected to chip teeth. The fear is that as Nestle Magic hits the shelf this week, competitors may race out candies that are a threat.
