Can candidates appear fair?

The Spokesman-Review

Large contributions from outside land developers were given to Mike DeVleming and Steve Taylor. For example, Lanzce Douglas gave $500 per person and Brian Walker gave $1,000 to DeVleming.

Can they even sustain an appearance of fairness in any land-use decisions?
