OLYMPIA — A survey prepared for the Washington Department of Personnel shows that most state workers earn less than private sector counterparts but health care and other benefits are better. The Olympian reports details of the survey by the Segal Co. are being released Thursday as the state and labor groups prepare for contract negotiations. Employment Security Department figures show the average state employee pay in 2008, including higher education, was $49,906. The average for all non-farm state workers was $46,562. Among the state worker benefits are 11 paid holidays, 13 days of vacation and 12 days of sick leave a year.
