Banned behavior unclear

 Panhandlers in Spokane Valley may hold signs asking for donations while standing on the sidewalks, but the city’s new ordinance prevents them from entering certain busy arterials to accept donations. The banned behavior was unclear in a Valley Voice story on Sept. 16.
