Rammell’s explanation

GOP gubernatorial candidate Rex Rammell says "anyone who understands the law" would know he was just joking about buying a hunting tag to shoot President Barack Obama, "because Idaho has no jurisdiction to issue hunting tags in Washington, D.C." This after the Idaho Republican Party distanced itself from Rammell's comments; "The Idaho Republican Party does not condone Rex Rammell's comments, whether in jest or not," said party executive director Jonathan Parker. At a Republican barbeque August 27th in Twin Falls, Idaho, while Dr. Rammell was speaking about the latest release of wolf tags, an audience member shouted out a question about "Obama tags."  Dr. Rammell responded jokingly, "Obama tags?  We'd buy some of those."
 
Due to the large amount of press concerning his statement Dr. Rammell would like to clarify his comment:
 
"Anyone who understands the law, knows I was just joking, because Idaho has no jurisdiction to issue hunting tags in Washington D.C."
