Idaho is a one-party state caught between two elections. One election overwhelmingly repealed the Luna laws - the 2011 school overhaul package championed by state Superintendent Tom Luna that targeted teacher employment rights, imposed a clunky merit pay program and substituted technology for teaching. But the other election retained the same legislators who enacted the Luna laws in the first place.
