DFO: I can’t get over how this creep, Joseph Edward Duncan III, was walking around free only a short time after another sex offense. And I wonder if it’s time that citizens begin lobbying Legislatures and Congress to develop a one-strike-and-your-out policy for Level 3 offenders who commit heinous acts, like Duncan as a teen?

Question: Now, that Shasta’s safe and Duncan’s in custody, does any of the new information about this case raise questions for you?
